弘石党建（双语）丨我所党支部到经开区制度创新部开展“RCEP背景下政府助推跨境电商发展”主题党群活动

为充分发挥党员的模范带头作用，引领提升企业在新兴领域的核心竞争力，2023年4月7日，我所党支部到经开区制度创新部开展以“RCEP背景下政府助推跨境电商发展”为主题的党群活动。
开场阶段，经开区制度创新部法制科科长潘晓鹏表示，感谢我所党支部的精心准备，到制度创新部开展党群活动，本次活动是党员联系群众的具体体现，将对制度创新部与弘石律所持续开展RCEP的学习研究与推广应用工作提供帮助，希望通过本次党群活动，为双方开展支部联建“打前站”。潘晓鹏同时就制度创新部党组织基本情况进行了介绍。我所党支部书记王武就弘石律所党支部基本情况、党建工作经验与体会进行了分享。王武表示，弘石律所党支部常年以来为深入推进“做党和人民满意好律师”，通过开展“五个一”“三进三送”“春城党建新力量”“我为群众办实事”等系列活动，践行当代律师“人民律师为人民”的理念，取得良好效果。期待通过本次党群活动，加强双方党建交流，通过交流产生火花、产生成果，贡献到行政机关、律所服务企业、服务社会的实践中去。
RCEP学习交流阶段，我所实习律师张川、刘力铭以《RCEP背景下政府助推跨境电商发展的建议》为题进行分享，就“什么是跨境电商”“政府为何要助推跨境电商发展”“RCEP生效对我国跨境电商的意义”“RCEP下跨境电商发展的优化对策”四个方面的内容与参会人员进行共同学习与探讨。通过介绍跨境电商的交易模式、剖析目前跨境电商发展面临的困境，就如何发挥RCEP的最大效能以助推跨境电商发展提出建议。双方与会人员在学习交流过程中，积极互动，发言提问，通过交流探讨，进一步加深了对RCEP及跨境电商的认识和理解。最后，双方与会人员发表了对本次主题活动的意见和建议，肯定了本次主题党群活动的积极意义，一致认同双方应持续开展RCEP的交流学习，并表示后续将持续不断加强支部联建或党群活动，不断推进对RCEP相关知识的研习，为企业出航跨境电商的“蓝海”、为更多的外向型企业的跨境业务提供RCEP项下的服务与支撑。
本次党群活动，是党群工作与业务实践相互融合的有益尝试，亦是发挥基层党组织在新兴领域引领作用的有力举措。好风凭借力，扬帆正当时，恰逢跨境电商、边境仓、海外仓等新业态蓬勃发展之时，让我们以高度的责任感、良好的精神风貌与扎实的工作作风，在外贸发展新篇章中充分发挥基层党组织战斗堡垒作用和党员先锋模范作用。
Party Building｜The Party Branch of G-stone Law Firm Visited Institutional Innovation Department of Kunming Economic and Technological Development Zone to Carry out a Party and Mass Activity on the Theme of "Government Boosting the Development of Cross-border E-Commerce in the Context of RCEP"
In order to give full play to the exemplary role of Party members and to lead the way in enhancing the core competitiveness of enterprises in emerging fields, on April 7, 2023, the Party branch of G-stone Law Firm went to the Institutional Innovation Department of Kunming Economic and Technological Development Zone to carry out a Party and mass activity with the theme of "Government Boosting the Development of Cross-border E-Commerce in the Context of RCEP".
At the beginning, Pan Xiaopeng, head of the Legal Section of the Institutional Innovation Department of Kunming Economic and Technological Development Zone, expressed his gratitude for the elaborate preparation of our Party branch to carry out the Party and mass activity, which is a concrete manifestation of Party members’ contact with the masses and will help the Institutional Innovation Department and G-Stone Law Firm to continuously carry out the study, promotion and application of RCEP. He hoped that through this activity, it will serve as a "starting point" for both parties to carry out branch joint construction. Pan Xiaopeng also made a presentation on the basic situation of the Party organization of the Institutional Innovation Department. Wang Wu, Party Secretary of our Party branch, shared the basic situation of the Party branch of G-Stone Law Firm, and the work experience of strengthening the Party’s political base. Wang Wu said that the Party branch has been promoting "to be a good lawyer to the satisfaction of the Party and the people" by carrying out "five ones to construct" "three places to come into, three things to be sent" "Spring city Party building new power" "I do practical things for the masses" and other series of activities, to practice the "people’s lawyers for the people" concept, and achieved cheerful results. Through this Party and mass activity, we expect to strengthen the communication of Party building between the two sides, and produce results through the exchange, which can be contributed to the practice of administrative organs and law firms in serving enterprises and society.
During the RCEP study and communication stage, our apprentice lawyers Zhang Chuan and Liu Liming shared their views on the topic of "Suggestions for the government to boost the development of cross-border e-commerce in the context of RCEP". They discussed with the participants on following topics: "What is cross-border e-commerce", "Why the government should boost the development of cross-border e-commerce" "The significance of RCEP to China’s cross-border e-commerce when it came to effect" and "Optimization measures for cross-border e-commerce development under RCEP". Through introducing the transaction mode of cross-border e-commerce, analyzing the current difficulties faced by cross-border e-commerce development, and making suggestions on how to bring into full play the maximum effectiveness of RCEP to boost the development of cross-border e-commerce, the participants actively interacted and asked, and further deepened their understanding of RCEP and cross-border e-commerce through communication and discussion. Finally, the participants of both sides expressed their opinions and suggestions, affirmed the positive significance of this Party and mass activity, agreed that both sides should continue to carry out the communication and study of RCEP, and said that they would continue to strengthen the branch joint construction or party and mass activities, and continuously promote the study of RCEP-related knowledge, so as to provide RCEP-related service and support to sail the "blue sea" of cross-border e-commerce for enterprises.
This Party and mass activity is a useful attempt to combine Party and mass work with business practice, and a powerful initiative to bring into play the leading role of grass-roots Party organizations in emerging fields. A good wind relies on borrowed force, and we should set sail at the right time. With a high sense of responsibility, good spirit and solid working style, let’s give full play to the role of the grass-roots Party organization as a fighting base and the pioneering role of Party members in the new chapter of foreign trade development at the time when cross-border e-commerce, border warehouses, overseas warehouses and other new industries are developing vigorously.
